The Senator representing Delta North Senatorial District at the Senate and the Chairman Senate Committee on NDDC and Niger Delta Affairs, Chief Barr Sen Peter Nwaoboshi, a two (2) term former Chairman of Delta State PDP and a standing Lawyer for over 26 years, at the Senate plenary session on Thursday 28th day of July, 2017 moved a motion for a Bill for an act seeking to amend NDDC act 2000.
The Act seeking to Amend the Niger Delta Development Commission (NDDC) Act 2000, and other related matters therewith, 2017 (SB. 544), was on that day presented before the Senate by the Distinguished Senator, which was seconded by Senator Gbenga Asafa.
Meanwhile, all states involved were asked to be included as the aim and objectives of the bill covers the entire South-South region’s collective interest.
The commission was established by a former President of Nigeria, Chief Olusegun Obasanjo in the year 2000 with the sole aim of developing the oil-rich region, Niger Delta. The Niger Delta Development Commission was later advanced in September 2008 by the then Late President Umaru Yar’Adua when he announced the formation of Niger Delta Ministry with the commission standing as a Parastatal under the Ministry. The commission has really grown from one initiative and establishment or the other till what the Commission is today. One of the core mandates of the Commission is to train and educate the youths of the oil rich Niger Delta regions to curb hostilities and also to reduce poverty to the bearest minimum.
It was on the above basis that our Amiable and dynamic Senator, representing the good people of Delta North is the Nigeria Senate, Chief Barr Sen Peter Onyelukachukwu Nwaoboshi, the Oracle turned Miracle in Delta Politics on assumption as the Chairman Senate Committee on NDDC and Niger Delta Affairs took on a study of the establishment of the Commission, it sole mandate, Purposes, aims and objective of her establishment and the extent of development carried out in the region since inception. This gave exposure on the defects in the regulations that established the commission.
In the cause of this exercise, some defects and constraints affecting the Commission performance which include inadequate funding of the commission, corruption in the system, ownership of the Niger Delta Regional Development Plan, adequate compliance with the NDDC Act of 2000, irrespective of some lacuna created in the act and the Public Procurement Act of 2007. There are also some internal weaknesses and challenges which include weaknesses in management systems and procedures, issue of corruption in the system, the organisational structure, disconnect between staff performance and reward system, weak interface between head office and state offices (poor relationship), poor corporate communication culture and infighting within the commission.
The issue of Lagos State inclusion as member state of the region was not left out.
Today, the hope of reducing the above mentioned defects to the bearest minimum under the Leadership of our Amiable and Dynamic Senator Peter Nwaoboshi as the Chairman of the Senate Committee on NDDC and Niger Delta Affairs and his wonderful and committed team of vibrant senators, proactive steps and its oversight functions has placed the Commission on the right footing with the hope for a better regulation or rather it Act of Establishment which motion was moved by Senator Nwaoboshi for it Amendment.
Suffix it to say that Senator Peter Onyelukachukwu Nwaoboshi, Anioma Voice of today in the Nigeria Senate has Proactively and Systematically proven his worth, readiness and commitment to give his people effective and efficient representation with avalanche of his achievements made in just two years and few months in office as a Senator representing Delta Northerners of Delta State in Niger Delta region.
Today, Stakeholders, Leaders, Traditional Rulers, Youths and Women from his immediate Senatorial District and beyond has continuously rendered prayers and words of encouragement in appreciation for his sagacious and resourceful representation.
